I was asked a question yesterday: How will we "manage" Daulatabad? I replied as follows:
Daulatabad will be a poonjiwadi city - a city of capitalism. Now, every individual is the Proprietor of his own poonji - and it is he who must be free to decide where to take his chances in the market. Capitalism is individual property, individual liberty, and individual responsibility. One thing no one wants is interference in the management of private business. So the Daulatabad Motto is:
Each guy minds his own business and keeps his nose out of other people's affairs.
This means Private Property is Inviolable by all - including the local, civic corporation.
What requires "collective action" are all the "collective property": the streets and footpaths. These will have to be built to the highest standards - and honestly, that too. Tramways can be provided by private entrepreneurs. But the corporation must fix the traffic system. All this will require expertise.
The civic corporation will have to provide such collective properties and services, including streets and footpaths, traffic safety, sewage and drainage, garbage collection - and not much more.
What keeps "public order" is NOT the government but the market. Markets are peaceful places. And if markets are open 24 hours then the peaceable crowds at night will keep thugs at bay. Thugs always prey on people in dark and lonely places. Cities that don't sleep - like Amsterdam - are safer cities than ours, which are forced into slumber by Wee Willie Winkie legislation.
Social order is the product of Law: in this case, Private Law, comprising Property, Contracts and Torts. These are laws already existing among the people. There is no need to make any "new laws." No "legislative assembly" is required.
Note that my call of yesterday to the huddled masses of Dilli to shift bag and baggage to Daulatabad-on-the-Sea was a PEACEFUL call. I called for no protest march. I preached no violence. All I called for was VOLUNTARY INTERNAL MIGRATION. Once this is accomplished, we can surely demand an honest civic corporation of our own.
